Is 11xplay legal and safe in India?

Short answer: Government of India sources state that the current national framework prohibits all online money games, including their promotion, facilitation and related financial transactions. We found no primary evidence that establishes an 11xplay-branded public domain as exempt or authorised.

Current finding

Do not treat 11xplay access, payments or promotion as permitted in India

The Promotion and Regulation of Online Gaming Act, 2025 was brought into force with rules and an authority in April 2026. Government explanations describe a complete prohibition covering money games based on chance, skill or a mix of both.

What the official framework says

Four consequences for users and publishers

Offering

Online money games are prohibited under the national framework.

Promotion

Advertising, promotion and facilitation of those games are also prohibited.

Payments

Banks and payment systems are barred from processing related transactions.

Blocking

Authorities may block access to unlawful platforms under the Information Technology Act.

Legal vs safe

Two separate questions

Legal status asks whether an activity is permitted under applicable law. Safety asks who operates a service, how data and money are handled, whether claims can be verified and what remedy exists when something fails.

A page can claim encryption or a foreign licence without proving either. Conversely, technical HTTPS does not make an underlying service lawful. Assess both questions independently.
